The Naval Air Systems Command intends to modify Delivery Order N0001925F0025 under Basic Ordering Agreement N0001924G0017 to procure one High Power Transmit Set Modernization production support kit from Collins Aerospace Government Systems Division, the sole source provider for mission avionics systems on the E-6B aircraft. This action is justified under FAR 6.302-1, as Collins Aerospace, as the original equipment manufacturer and integrator, is the only entity with the specialized knowledge, testing facilities, technical data, and expertise required to support and modernize these systems. The modification is not subject to competition due to the unique and irreplaceable nature of the supplier’s capabilities, which are essential to maintaining operational readiness of the E-6B platform. The procurement is being processed under authority established prior to the February 2026 FAR overhaul, and no other sources can meet the government’s technical or functional requirements. This notice serves as a presolicitation and is not an invitation for competitive bids; however, the government will accept capability statements from other potential providers within fifteen days of publication to evaluate whether competition is feasible. Responses must be submitted in writing via email to Bezeyem Lemou and Lisa Troccoli by May 23, 2026, and no phone inquiries will be accepted. The place of performance is Oklahoma City, Oklahoma, while the contracting office is located at Patuxent River, Maryland. Companies interested in subcontracting opportunities are directed to contact Collins Aerospace’s Amber Hanlon. The NAICS code for this action is 336413, and the solicitation number is N00019-26-RFPREQ-APM271-0209.
