The Missile Defense Agency (MDA) is soliciting proposals for high-speed, low size, weight, and power (SWaP) radio frequency communications systems designed for space-to-space and space-to-terrestrial applications. The primary objective is to enhance defensive communication capabilities for the layered Missile Defense System by developing radios and antennas with gigabyte speeds. Technical requirements specify a small form-factor volume of 0.1L or less, power consumption under 10W, and the use of Ku bands or higher. The system must be capable of transmitting data at speeds of 1.5Gbps or greater in a natural space environment and at least 1Gbps during burst transmissions through the atmosphere to flight vehicles. Additionally, the solution must support meshed, self-forming, and self-healing networks using High Assurance Internet Protocol Encryptors (HAIPE) for integration into Zero Trust platforms, while utilizing frequency diversity and advanced modulation to prevent jamming. This is a total small business set-aside solicitation under the SBIR/STTR mandate, with Phase I typically lasting six to twelve months. The ultimate goal of a Phase II effort is the delivery of two flight radio payloads. Evaluation will be based on the technical merit and innovation of the approach, the qualifications of the investigators, and the potential for commercial application. Contractors must adhere to strict cybersecurity and data protection standards, including DFARS 252.204-7012 for safeguarding covered defense information and CMMC Phase I self-assessment requirements. All technical documents must be marked with specific distribution statements and warnings regarding the Arms Export Control Act and Export Administration Act to ensure ITAR/EAR compliance. Proposals must be submitted as a single PDF via the DSIP portal, with a technical volume limit of 25 pages.

Full Description

Specific to this topic, to support the Missile Defense Agency (MDA) mission of developing and deploying a layered Missile Defense System to defend the United States, its deployed forces, and friends from missile attacks in all phases of flight, the MDA seeks improved defensive communication capabilities by increasing bandwidth of new low size, weight, and power, radios and antennas to gigabyte speeds. Small form-factor (.1L) or less volume and low power (<10 W) RF radio utilizing Ku bands or higher (due to National Telecommunication and Information Administration (NTIA) restrictions) capable of transmitting data at speeds of 1.5Gbps or greater in a natural space environment is desired. Technology should also be capable of burst transmission of data through the atmosphere to flight vehicles at speeds of 1 Gbps or greater. Communications system capable of meshed (self-forming, self-healing network, high probability of delivery network) High Assurance Internet Protocol Encryptors (HAIPE) interactions for inclusion into "Zero Trust" platforms and networks. Solutions should consider frequency diversity, antenna diversification, and advanced modulation and coding schemas for security and jamming prevention. At the end of the Phase II, two flight radio payloads would be the deliverables.
