As per the terms and conditions of the Open Construction Source List (PR26SLCO), you are invited to submit a bid for the following project: DEFENCE CONSTRUCTION CANADA (DCC) – CX240115 – High Speed Refueling Center & Pipeline, 19 Wing, CFB Comox, Lazo, BC The work includes, but is not necessarily limited to, the supply of labour, material, supervision, and equipment necessary to construct a new High Speed Refueling Center (HSRC), underground fuel delivery pipeline and extension of an existing pumphouse building at the Petroleum, Oils, and Lubricants (POL) tank farm on site at 19 Wing Comox, BC. A site visit will be held on the following date and time and at the following location. It is highly recommended that bidders attend this visit. Date: June 15, 2026 Time: 1400hrs (local time) Location: Meet outside B306 (DCC Office), 19 Wing Comox Due to security requirements, attendees are required to pre-register by email to the named bidder contact no later than two (2) business days prior to the site visit. Failure to register may result in being denied access to the site visit. The estimated cost for this opportunity is in the range of $8,400,000. The Work must reach Substantial Completion no later than 588 calendar days after notification of contract award and must be completed no later than 28 calendar days after the date of Substantial Completion. This procurement is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA). The selected contractor will be required to hold a valid Designated Organization Screening DOS, issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in Amendment No.1 to the tender documents. Even though you have been invited to bid on a project, should your DCC bidding privileges have been suspended and you submit a bid on future DCC projects, said bids will be rejected and no contract will be awarded to said tenderer.
