High Temperature Drop Calorimeter

NASA/Glenn Research Center (GRC) has a requirement for the following: - A high Temperature ALEXSYS-1000 Drop Calorimeter NASA/GRC intends to purchase the Calorimeter from SETARAM, Inc. 216 US Highway 26, Suite 22, Hillsborough, NJ 08844-4384. NASA GRC and the Transformational Tools and Technologies (TTT) Project (Aeronautics Research Mission Directorate, Transformative Aeronautics Concepts Program (ARMD TACP Program)) is in need of a high temperature drop calorimeter. SETARAM is the only company with the capability and expertise to build an instrument with the combined temperature capability and temperature sensitivity to make the measurements needed. This information is proprietary to SETARAM and no other vendor can provide this support. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures in Far Part 13. The Sole Source is under the authority of FAR 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30p.m. local time on 7/31/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
