The Naval Surface Warfare Center Philadelphia Division is seeking engineering and technical services for high temperature superconducting systems. The government intends to award a Cost Plus Fixed Fee, Indefinite Delivery, Indefinite Quantity contract with a five year ordering period. This procurement will be conducted on a sole source basis from American Superconductor under FAR 6.302-1, as the company holds essential patents for critical components including HTS wire, cable bundles, quick disconnects, and cryogenic circulation systems. Because American Superconductor is identified as the only responsible source capable of meeting the technical and schedule requirements, the Navy intends to negotiate exclusively with them. While this notice is not a formal request for competitive proposals, interested parties may still submit their capabilities for government consideration. All potential offerors must be registered in the System for Award Management database to be eligible for an award.

Full Description

This is a synopsis notice for engineering and technical services required for high temperature superconducting (HTS) systems. It is intended to award a Cost Plus Fixed Fee (CPFF) / Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five (5) year ordering period. This contract shall be procured on a sole source basis from American Superconductor. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has established a requirement to provide engineering and technical services required for high temperature superconducting (HTS) systems. It is the Government's intention to procure the engineering and technical services for the HTS system, utilizing other than full and open competition, from American Superconductor in accordance with FAR 6.302-1, as only the American Superconductor system can meet the Government's requirements. American Superconductor holds key patents for critical HTS components such as the HTS wire, HTS cable bundles, HTS quick disconnects, and cryogenic circulation systems. For the continued development of the HTS system the original source is the only reasonable source with capabilities to meet the minimum requirements, both technical and schedule to support the program. Therefore, American Superconductor is currently the only responsible source for this procurement and no other type of supplies or services will satisfy the Navy's requirements. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See https://www.sam.gov/portal/public/SAM/ for further information and instructions. For further questions regarding this announcement, please contact Byron J. Roth, via email at byron.roth@navy.mil. Phone calls will not be accepted.
