The U.S. Navy’s Naval Surface Warfare Center Crane is procuring fifty units each of two high-voltage transformer and inductor parts, 80952910 and 80952709, from Robert M. Hadley Company, Inc. under a sole-source acquisition authorized by FAR 13.106-1, due to the company’s status as the sole manufacturer of these components, a relationship spanning approximately thirty years. The solicitation, issued on May 4, 2026, with a closing date of May 11, 2026 at 4:00 PM Eastern Time, is conducted under FAR Part 13 procedures and requires all offerors to be registered in the System for Award Management (SAM). Offers must be submitted via email to Alicia Dobbyn, and all potential vendors are notified that responses will be considered solely for the purpose of evaluating whether to proceed with a competitive process, with no obligation to award a contract to any responder. The contract is firm fixed price and includes delivery of all items to NSWC Crane, Indiana, under FOB Destination terms, meaning the contractor assumes all risks and costs until delivery. Delivery is scheduled in batches over a 57-week and 100-week period respectively, beginning at least 45 and 52 weeks after order receipt. All items must comply with MIL-STD-130 for Unique Item Identification (IUID), including application of a machine-readable two-dimensional Data Matrix symbol encoded with enterprise identifier, serial number, and part information in accordance with ISO/IEC standards. Packaging and shipment must meet MIL-STD-129 requirements. Contractual compliance is strictly tied to Cybersecurity Maturity Model Certification (CMMC), requiring offerors to maintain an active and validated CMMC level (1, 2, or 3) in the Supplier Performance Risk System (SPRS); failure to meet this requirement results in automatic disqualification. Contractors must also adhere to DFARS requirements for safeguarding covered defense information, electronic invoicing through Wide Area WorkFlow (WAWF), and annual affirmations of cybersecurity compliance. Payment is administered through DoDAAC N00164, with invoicing exclusively via WAWF using invoice and receiving reports. The Contracting Officer’s Representative and Technical Point of Contact is Ronn Cazee, while Amy Haworth serves as the Procuring Contracting Officer. All modifications to the solicitation will be posted
