Higher Elevation Farm LLC is operating a specialty outdoor commercial cannabis cultivation site covering 4,956 square feet in an unincorporated area of Trinity County, specifically Douglas City. The project is situated on a legacy medical cultivation site zoned as Unclassified with a Resource General Plan Designation. The operation utilizes existing infrastructure, including mature canopy beds, a groundwater well, and four water storage tanks with a total capacity of 5,100 gallons. Access to the site is provided via a graveled driveway from Mule Gulch Road, which includes a bridge and culvert for surface water crossings. The property is characterized by an irregular shape and contains both Class I and Class II watercourses. The project is overseen by the California Department of Cannabis Control and has been granted a Notice of Exemption from further environmental review under the California Environmental Quality Act (CEQA) Guidelines Section 15183. This exemption is based on the project's consistency with local zoning and the Trinity County Programmatic EIR, as well as compliance with Trinity County Ordinance No. 315-849 and Resolution No. 2020-103. No new construction is required for this project, and the primary objective is the sustained operation of the licensed facility.
