Highland Community Center Log Coating

The City of Bellevue is seeking a qualified contractor to perform restoration and preservation work on the historic log structure at the Highland Community Center located at 14224 Bel Red Rd., Bellevue, WA. The project requires pressure washing of all original exterior logs to remove dirt, dust, debris, and airborne particulates, followed by the application of two coats of a durable, high-performance stain or coating that preserves the original color of the wood. This work must be conducted by a contractor with demonstrated experience in historic log structure restoration. The contract is structured as a lump sum bid with an estimated value of $60,000 and includes all labor, materials, equipment, supervision, permitting, and protective measures for adjacent property and users. All labor must be paid at prevailing wage rates as mandated by Washington state law, and bidders must comply with public works and prevailing wage processes including certification of training from the Department of Labor and Industries or an approved provider. Bidders must meet several mandatory pass/fail criteria to be considered responsible, including providing a current Washington State Contractor’s License under RCW 18.27, a valid Unified Business Identifier (UBI) number, proof of Industrial Insurance (worker’s compensation) coverage, and a Washington Employment Security Department number. Required documentation includes a completed Invitation to Bid Form signed in ink, Bidder’s Qualification Certificate, Affidavits of Title VI and Equal Opportunity Compliance, Certificate of Insurance, City of Bellevue Business License, and Performance and Payment Bonds using the City’s specified forms.
