Highways Structures Principal Inspections

The Council of the Borough of Kirklees is seeking a qualified Engineering Consultancy to provide technical, engineering, and supervisory services for the principal inspection of highway structures. The scope of work includes conducting regular planned inspections and preparing detailed reports for various assets, including footbridges, cycle route bridges, bridleway bridges, accommodation and occupation bridges, swing bridges, subways, underpasses, buried culverts, retaining walls, sign/signal gantries, cantilever road signs, and tunnels. All work must adhere to the dimensional criteria defined in the Well-Managed Highway Infrastructure: Code of Practice - Part C and CG 300 Technical Approval of Highway Structures. The contract is estimated to run from December 7, 2026, to September 6, 2028, with an estimated total value of 170,000 GBP excluding VAT. Utilizing an NEC form of contract, the agreement allows for additional purchases via compensation events if further structures require inspection. The award will be determined through a five-stage competitive flexible procedure involving compliance checks, exclusion grounds, conditions of participation, quality and price assessment, and due diligence. This procurement is noted as being particularly suitable for small and medium-sized enterprises.
