Solicitation # N0016427SNC11
The Naval Surface Warfare Center, Crane Division (NSWC Crane) is conducting market research through a Sources Sought Notice, solicitation number N0016427SNC11, to identify qualified businesses capable of providing SDRWs, SCDs, and associated incidental engineering and technical services. This requirement supports antisubmarine warfare for United States Navy and Foreign Military Sales ship classes DDG-51, CG-47, and FFG-7. The scope of work encompasses the full production lifecycle, including integrated production planning, quality assurance adhering to ISO 9001-2015, proactive material management to mitigate Diminishing Manufacturing Sources and Material Shortages, and the execution of Factory Acceptance Testing. Additionally, the contractor will be responsible for the repair and refurbishment of Shipping Installation Fixtures, configuration control via a government database, and direct shipboard field services such as SDRW-1 final finishing and bead casting installation. This notice is strictly for market research and does not constitute a request for proposal or an invitation for bid; consequently, no contract will be awarded based on this notice and no funding is currently available for estimates. NSWC Crane currently fulfills these requirements through a sole-source IDIQ contract with Goodrich Corporation but is seeking industry feedback to determine if tasks can be executed as Firm-Fixed-Price rather than Cost-Plus-Fixed-Fee. Interested parties must be certified under the Joint Certification Program and have a completed DD Form 2345 to access export-controlled information. Responses, including a capability statement not exceeding two pages, must be submitted electronically to the designated point of contact by October 20, 2026.
