The Department of Cannabis Control granted a specialty indoor commercial cannabis license to HL & RM HOLDINGS LLC under California Business and Professions Code Section 26012, with approval issued on April 5, 2025. The licensed activity is confined to indoor cultivation within a designated ±10,000-square-foot portion of a 16,640-square-foot building located at 137 Otto Circle in Sacramento, California, within the M-1S Industrial Warehouse zoning district. The facility, previously an auto repair shop, will operate as a single-tier cultivation site for the sole purposes of growing, harvesting, drying, trimming, and packaging cannabis for wholesale distribution to licensed distributors; no retail sales, propagation of immature plants, facility expansion, or shared use of space is permitted. All operations will rely on existing municipal water, power, and sewer services, with no additional infrastructure or off-site activities proposed. The project satisfies a Class 32 Categorical Exemption under California Code of Regulations Title 14 Section 15332, confirming compliance with local zoning and general plan requirements and absence of significant environmental impact. The site’s place of performance is clearly identified as Sacramento, CA 95822, and all regulatory oversight rests with the California Department of Cannabis Control, which administers licensing authority under state law. No federal contract clauses, procurement elements, pricing data, delivery schedules, or federal acquisition regulations apply, as this is a state-issued regulatory license, not a federal procurement contract. Contact for environmental review matters is Cassandra Castillanes, Environmental Scientist, with correspondence directed to the Department’s Rancho Cordova office. No UEI, CAGE code, socioeconomic certifications, payment details, contract value, or performance timelines are specified, as these are irrelevant to the administrative nature of the license approval.
