Holistic Health and Fitness Support

The 621st Contingency Response Wing is seeking support through a Small Business Set Aside solicitation for a Holistic Health and Fitness (HHF) program designed to enhance the physical and non-physical readiness of approximately 1,400 Airmen stationed at Joint Base McGuire-Dix-Lakehurst, New Jersey, and Travis Air Force Base, California. The contractor will provide comprehensive personnel and non-personal services to implement holistic human development initiatives aimed at increasing mission readiness, reducing injury rates, improving rehabilitation outcomes, and fostering mindfulness and cognitive resilience. The contract encompasses a 12-month base period with four additional 12-month option periods, potentially extending performance to five years. All work must be performed on-site during military working hours, with flexibility for nonstandard schedules, and must align with strict performance metrics including achieving at least an 85% average of Excellent scores on the Physical Fitness Assessment, maintaining a 95% Total Force Medical Readiness rate, and ensuring 100% certification compliance for all contractor personnel. All contractor staff must be U.S. citizens with active SECRET security clearances or provisional SECRET access, possess a Department of Defense Common Access Card issued at least 10 business days before contract start, and comply with DoD 8570 information assurance standards. Key personnel roles—including Athletic Trainer, Functional Strength Coach, and Mindfulness Coach—require specific academic credentials, professional certifications such as CSCS or TSAC-F, and documented experience. Any substitution of key personnel requires prior written approval from the Contracting Officer’s Representative and must occur within 15 working days if the individual is unavailable for more than 30 workdays. The contractor must implement a phase-in period of 30 days to onboard staff, validate credentials, and transition from incumbent operations and a phase-out period of 45 days at contract conclusion to ensure orderly turnover of government property, data, and records, including mandatory security debriefings per AR 380-5. Reporting is required monthly via the iRAPT system, with all submissions directed to the Contracting Officer’s Representative for formal acceptance. Personnel must be professionally groomed, conduct work in business casual attire, avoid substance use while on duty, and adhere to strict key and lock combination controls. All proposals must be submitted through SAM.gov by the deadline of August 7, 2026, and only small business offerors certified under NAICS code 621111 are eligible to respond.
