The Homeland Defense Over-the-Horizon Radar (HLD OTHR) Request for Information seeks industry input on the capability to deliver a complete turnkey HF Receive sub-system as part of a government-defined architecture for an operational OTHR system. The equipment must be housed in environmentally controlled shelters designed to withstand extreme temperatures, humidity, wind, and seismic activity, with full EMI shielding and cybersecurity controls compliant with DFARS 252.239-7010 and 252.204-7012. The Government requires demonstration of capabilities in system verification including FAT, cybersecurity testing, and system safety, along with a strategy for initial sustainment and long-term contractor logistics support spanning years one through ten post-delivery. Responses must provide cost estimates structured at a minimum to a level five Work Breakdown Structure covering hardware, program management, site integration and test, initial spares, pre-operations logistics, and transmit sub-system software licenses, though no contract award is anticipated from this RFI. The Request for Information focuses on planning, procurement, delivery, installation, integration,
testing, and fielding of a complete OTHR Receive sub-system as part of an operational OTHR
system. For RFI purposes the proposed OTHR system will be based on a Government-Defined
Architecture and consist of Government selected industry partners for various components and/or
Receive and Transmit sub-systems, including C2 and sensor software.
