P-8 ARMS and NGTSSC COTS Spares - RAAF
Solicitation # N6134026Q1027
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando is soliciting quotes for commercial off-the-shelf (COTS) spares to support the P-8 training system’s Automated Readiness Measurement System (ARMS) and Next Generation Training System Support Center (NGTSSC). These spares are intended for the Royal Australian Air Force (RAAF) P-8 aircraft platforms to facilitate realistic training and qualification exercises for pilots, aircrew, and maintainers. This procurement is a small business set-aside under NAICS code 334111 and is partially brand-name restrictive, requiring an exact match for specific manufacturers, part numbers, and configurations. All items must be new equipment procured from authorized sources and delivered FOB Destination to RAAF Base Edinburgh, South Australia, by May 21, 2027. The contract will be awarded as a firm-fixed-price order using the Lowest Price Technically Acceptable (LPTA) basis. Evaluation factors include price, technical acceptability, and past performance, with non-price factors rated as acceptable or unacceptable. The government will evaluate the combined total price of all line items, including all shipping and customs costs, and will apply a price preference for HUBZone small business concerns. Quotations must be submitted as three firm-fixed-price CLINs and include a completed Past Performance Questionnaire and proof of active registration in the System for Award Management (SAM). The total contract value is not expected to exceed the simplified acquisition threshold of 9 million dollars.

Under solicitation FA5000-14-T-0231, the United States Air Force awarded a sole-source contract to Honeywell Vindicator Technologies, Inc. to provide essential supplies and services for the sustainment of the JBER Alarms program. The procurement focuses on a comprehensive technology refresh and migration to Windows 7 32-bit for various security components, including Primary Tech Refresh VCCs, Remote Tech Refresh VCCRs, and Vindicator Badge Managers. The hardware delivery includes multiple workstations, hot spares, and maintenance laptops configured with RAID 1 and pre-installed software such as SAW, PCSP, Vinfile, and Proteus. The contract also mandates 96 hours of advanced onsite engineering support to migrate two IDS V5 systems into a single redundant head end to ensure continuous operational availability. This engineering effort includes system optimization, configuration evaluations, and future recommendations, with the restriction that only Vindicator Engineers perform high-level programming. This sole-source justification was based on Honeywell being the sole manufacturer, noting that replacing the existing infrastructure with an alternative system would exceed 30 million dollars. All deliverables and services were required to be completed by November 29, 2014.
