Idaho Panhandle National Forest UTV and Track Set Purchase
Solicitation # 1240BD27Q0006
The U.S. Forest Service, Idaho Panhandle National Forests, is soliciting quotes for the procurement of one Utility Task Vehicle (UTV) and one compatible all-season track kit to support wildland fire suppression and prescribed fire operations. The equipment must be manufactured in the U.S. and delivered in a new, fully assembled, 100 percent turnkey state to Coeur d'Alene, Idaho, within 90 calendar days of the award. The UTV must meet specific technical requirements, including a liquid-cooled engine between 998 cc and 1500 cc, 80 to 150 horsepower, and a variety of accessories such as an enclosed cab, winch, and chainsaw mount. The track kit must be factory-compatible with the awarded vehicle and include a minimum two-year warranty, while the UTV requires a minimum one-year warranty. This is a total small business set-aside under a firm-fixed-price contract. Award will be based on a side-by-side comparative evaluation of technical capability, delivery timeline, and price. To be considered responsive, vendors must have an active SAM registration and provide a Unique Entity ID. Submission packages must include a signed SF-1449, acknowledged SF-30 amendments, a completed schedule of items with combined pricing for both CLINs, and detailed technical documentation. All quotes must be submitted via email to Mindy Hickman by 11:00 AM PDT on October 28, 2026. Shipping is FOB Destination, and the contractor is responsible for offloading the equipment at the delivery site.
