AI Contract Overview
The Department of Defense, through the 341st Contracting Squadron at Malmstrom Air Force Base, Montana, is preparing to award a Horizontal Construction Multiple Award Contract (MAC) under solicitation number FA4626-26-R-0008. This IDIQ contract, set aside exclusively for small businesses under FAR 19.5, will provide design-bid-build and design-build horizontal construction services primarily supporting military renovation and construction projects at Malmstrom AFB and its associated missile alert/launch facilities. The contract covers a broad scope including heavy civil construction such as repair, alteration, and demolition of transportation infrastructure, utilities (e.g., water, sewer, electricity, natural gas), and site development. The initial term is five years with a possible two-year extension, and the total contract ceiling is estimated at just under $25 million per award. Approximately eight awards are anticipated, focusing on small businesses, including those in 8(a), HUBZone, Woman-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) categories, with the NAICS code 237990 governing the procurement. The initial task order, designated as the seed project, involves replacing sections of the North/South Water System infrastructure on Malmstrom AFB, including water mains, valves, fire hydrants, meters, and related appurtenances, along with the restoration of concrete, sod, asphalt, curbing, and other site elements. The period of performance for this seed project is 180 calendar days after the Notice to Proceed. While the current documentation is a sources-sought notice soliciting industry interest and company information (including company name, CAGE code/UEI, and small business status) by March 12, 2026, the official solicitation and proposal submission will be released at a later date. Specific evaluation factors, contract clauses, packaging, marking, payment, inspection, and invoicing procedures are not yet detailed and will be provided in the forthcoming solicitation package. Contract administration will be managed through the 341st Contracting Squadron, with primary points of contact identified but without formal designation of contracting officers or representatives. This acquisition represents a significant opportunity for qualified small businesses experienced in heavy civil and horizontal construction in a Department of Defense military setting.
