HOUSING, BEARING, OIL

The contract is for the procurement of 15 units of Housing, Bearing, Oil with NSN 1650-00-098-4038 under solicitation SPE7M4-26-T-283L, issued by the Department of Defense’s Fluid Handling Division. Delivery is required within 168 days after contract award, and responses must be submitted by August 3, 2026. The work will be performed at Hill AFB, Utah, and no bidset is available from DLA, meaning offerors must independently develop and submit a complete data package encompassing both the approved and alternate part configurations. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, referenced via R and I numbers, with revisions controlled by the solicitation issue date for simplified acquisitions or the RFP issue date for larger ones unless an amendment supersedes it. Quality assurance is governed by MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required in sample lots unless otherwise Contractually specified. Attributes are to be classified as critical, major, or minor and assigned corresponding verification levels or AQLs of VII/0.1, IV/1.0, and II/4.0 respectively; unspecified attributes default to major. Sampling methodology may be attribute or variable based, at the manufacturer’s option unless directed otherwise. The contractor must comply with DLA’s packaging requirements, the removal of government identification from non-accepted supplies, and the cybersecurity maturity model certification (CMMC) Level 2 self-assessment. The contract also incorporates provisions for tailored higher-level quality requirements applicable to both manufacturers and non-manufacturers, and covers covered defense information under RD002. All submissions must meet these conditions to be considered responsive.
