AI Contract Overview
The contract pertains to the procurement of one unit of a mechanical housing component identified by NSN 3040-01-400-6064, with delivery required within 20 days after order placement at the specified destination in Silverdale, WA. The solicitation, issued under SPE7M4-26-T-230C by the Department of Defense’s Fluid Handling Division, mandates full and open competition and specifies that the item must comply with rigorous military packaging and marking standards, including MIL-STD-2073-1E for packaging and preservation and MIL-STD-129 for labeling, barcoding, and U.S. Government property identification. Preservation must maintain a clean and dry condition using no preservation materials. The contract strictly prohibits the intentional introduction of mercury or mercury-containing compounds into the supplied hardware, except for specific functional uses in batteries, lighting, instruments, sensors, weapon systems, or analytical reagents as defined by NAVSEA, with additional engineering controls required for portable mercury-containing devices. Export control restrictions under ITAR and EAR apply to technical data associated with the item, and only contractors with approved U.S./Canada Joint Certification Program status, completed DOD export control training, and approved DLA questionnaire responses may access such data. The contract incorporates numerous FAR and DFARS clauses covering ethical conduct, cybersecurity, hazardous materials, trafficking in persons, employment eligibility, sustainable products, and electronic invoicing via Wide Area WorkFlow. Cybersecurity obligations include compliance with NIST SP 800-171 and safeguarding covered defense information with mandatory incident reporting. Inspections are conducted at origin by the Government under FAR 52.246-2, and the contractor’s quality system must meet SAE AS9003 or ISO 9001 tailored to AS9003 requirements. Offerors are required to provide validated Unique Entity ID and CAGE codes, and must represent their small business status and any socioeconomic designations such as 8(a), HUBZone, SDVOSB, or WOSB. The pricing structure is incomplete in the available documentation, but the procurement likely follows a Low Price Technically Acceptable selection method. The contract also enforces prohibitions on hexavalent chromium, acquisition of items from communist Chinese military companies, and the use of mandatory arbitration agreements, and includes strict controls on the use and disclosure of government personnel work product and third-party cyber incident data. Payment administration relies on DoDAAC identifiers
