Housing Repair and Urgent Repair

The City of Rocky Mount is seeking qualified contractors to provide housing repair services to moderate-income homeowners under a program funded by the 2023-2025 Biennium State Appropriation from the North Carolina General Assembly. The objective is to stabilize neighborhoods and preserve the existing stock of single-family homes through essential repairs, including HVAC, plumbing, electrical, roofing, carpentry, painting, drywall, and flooring work. Each project is tailored to the specific needs of the homeowner, with funding caps of up to $20,000 for general housing or urgent repairs and $40,000 to $50,000 for H.O.M.E. Project repairs depending on lead presence. Contractors must provide all labor, materials, equipment, and transportation, adhering strictly to the North Carolina State Building Code, City of Rocky Mount Rehabilitation Standards, and applicable local codes. All materials must be new, workmanship must meet the highest industry standards, and permits must be obtained by the contractor. Specific technical requirements include energy star compliant HVAC systems with minimum HSPF 8.2 and SEER 2 of 15.2, licensed professionals for electrical and HVAC work, and compliance with the North Carolina Renovate, Repair and Paint Rule for lead-based paint. Roof replacements require a two-year warranty, and all items furnished must be accompanied by manufacturer and supplier warranties prior to final payment. Proposals are due by June 17, 2026, at 2:00 p.m. ET, and must be submitted in hard copy via U.S. Mail, FedEx, or UPS to the City’s purchasing office; electronic or faxed submissions are not permitted. Bidders must attend a mandatory pre-bid meeting, provide at least three references for comparable work, and be registered as a vendor with the City of Rocky Mount, including submission of a W-9 and E-Verify Affidavit.
