NATO Request for Information: NATO Integrated Cyber Defense Center (NICC) Urgent Requirement Project
Solicitation # RFI-42630696-NICC
The NATO Communications and Information Agency (NCIA) has issued Request for Information RFI-42630696-NICC to gather industry input for the technology pillar of the NATO Integrated Cyber Defense Centre (NICC). This RFI is for planning purposes only and is not a formal solicitation for bids. The project aims to enhance the protection of NATO and its Allies through the delivery of new Communications and Information Services capabilities and operational uplifts. The scope is divided into five Work Packages: the NICC Platform (WP1), Enhancements to Situational Awareness (WP2), Enhancements to Red Teaming (WP3), Rapid Reaction Teams (WP4), and the Cyber Operations Management and Engagement Tool (WP5). Interested parties are invited to provide feedback and recommendations on four of these packages (WP1, WP2, WP4, and WP5) to help NCIA refine its acquisition strategy and understand available marketplace capabilities. Technical requirements emphasize the need for systems that can operate across multiple classification levels (NU, NR, NS) and maintain operational independence in air-gapped or compromised environments. The capability must support scalable processing of large volumes of cybersecurity data and may include AI-assisted automation for anomaly recognition. While this RFI is informational, NCIA plans a future phased down-select acquisition approach involving a 10-page capability statement followed by a full proposal and a challenge-based event. All deliverables for the work packages are expected by Q3 2030. Responses must be submitted via email by 12:00 CET on November 9, 2026, and should not exceed 10 pages per work package. Additionally, a business workshop titled Uplifts for Cyber Capabilities will be held at NATO Edge in Izmir, Turkey, from November 17-19, though attendance is not required to respond to the RFI.

Request for Information How to have industry share innovative ideas with the Government Introduction: The Program Executive Officer (PEO) for the Air Force (AF) Business and Enterprise Systems (BES) is responsible for 140+ Air Force business systems ranging from supply, transportation, and maintenance to contracting, finance, and personnel (HR) as well as many others. With this vast responsibility, PEO BES must address things like legacy system modernization, new system requirements, COTS CI/CD, microservice needs, module updates, etc. Our industry partners are critical to the AF business systems' future success in supporting the Warfighter. In order to better partner with industry, the BES Directorate seeks a better way to communicate our needs. We are looking for ideas, thoughts, and/or methods that will facilitate the sharing of innovative technologies, processes, etc. in an open forum with BES. BES desires an industry perspective on solving AF problems, meeting needs, and filling capability gaps facilitated by developing better solicitation and award processes. The desire is to improve competition and create better informed requests to industry that result in better solutions. Important Note: The Government will not pay for any information provided by the vendor. Any information that is proprietary to your firm, should be disclosed/marked as such. At no time should any information that is classified be disclosed. Scope/Requirement: This is a Request for Information (RFI) only. The responses should reflect ideas, thoughts, and methods by which industry can share its innovative ideas with BES. This is a request for ideas on methods and practices for sharing innovative ideas-not the actual ideas at this time. The result will be a forum, gathering, process, meeting, papers, etc., through which companies will share their ideas with the government. You are welcome to provide less conventional ideas as long as the ideas are provided within the one (1) page limit outlined below. How to deliver the answer: Deliver a one (1) page paper with 1-inch margins and 12-point font. Content and format are up to the vendor. Contacts: Contracting POC: Ms Rebecca Quint, rebecca.quint@us.af.mil; Technical POC: Mr John Hulsey, John.hulsey@us.af.mil, Timeframe for answering: Initial responses are due by 4:00 pm CT on 10 May 2019. Please submit all responses to the contracting POC with a copy furnished to the technical POC. How the answer will be used: All responses will be reviewed. The government will then decide the best approach(es)/idea(s) to facilitate industry interaction with the government on innovative ideas. One (1) or more approaches/ideas or a BES approach will be shared at the BES Vendor Industry Day (VID). Qualifications: All vendors are eligible to respond. Please, do not provide business development submissions-such submissions will not be reviewed. Terms for future solicitations: The processes developed will be used to help the Government create and deliver better solicitations to industry for proposal.

Department of the Air Force Program Business and Enterprise Systems (BES) Commercial Solutions Opening (CSO)
Solicitation # FA8771-26-S-C0001
The Department of the Air Force Program Business and Enterprise Systems (BES) has established a multi-year framework via Commercial Solutions Opening (CSO) FA8771-26-S-C0001 to acquire innovative Commercial-Off-The-Shelf (COTS) IT and business solutions. This umbrella solicitation serves as an administrative framework rather than a direct request for proposals, with specific opportunities to be announced through individual open or closed Calls for Proposals published as amendments until March 2, 2030. Awards may be executed as FAR-based contracts or Other Transaction Agreements (OTAs) under 10 USC 2371b. The scope focuses on several key areas, including artificial intelligence, agile methodology, automation, scalability, security, and the reduction of total lifecycle costs of ownership. Eligible participants include traditional and non-traditional defense contractors, research institutions, and both large and small businesses. All offerors must maintain active registration in the System for Award Management (SAM). Evaluation of proposals will be based on the merit of the proposed concept in addressing specific Areas of Interest, focusing on technical soundness, commercial innovation, and price reasonableness, with funds availability serving as a mandatory pass/fail gate. The framework allows for iterative prototyping and the potential for follow-on production contracts, which may be negotiated with or without further competition. While the general framework is open, specific set-asides for small businesses will be determined at the individual call level.
