NETCENTS-2 NETCENTRIC PRODUCTS SOLITICATION: ONLY QUOTES FROM NETCENTS-2 NETCENTRIC PRODUCTS AWARDEES UNDER WILL BE CONSIDERED FOR AWARD UNDER THIS SOLICITATION. NETCENTS-2 SOLICITATION: This Request for Quotes is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is not a guarantee that an order will be placed, and the Government reserves the right, without penalty, to cancel or amend it at any time. The Government may conduct interchanges with one, some, none, or all offerors, at its discretion. The solicitation numbered FA8604-19-F-1195 incorporates the provisions and clauses of the FAR and applicable FAR supplements in effect through Federal Acquisition Circular (FAC) 2019-03. Please reference this solicitation number in the subject line of responses to this RFQ. This requirement is for HP Z8 G4 Workstations. Please see the attached Bill of Materials (BOM) for the requirement specifications. This is a Brand Name Only Requirement. Please see the attached Redacted J&A for more information. All items in this solicitation must be Trade Agreements Act (TAA) compliant in accordance with the FAR and DFARS and are subject to the TAA restrictions contained within DFARS 252.225-7021. The Defense Priorities and Allocations System (DPAS) rating for this order is DO-A7. Award will be made to the lowest price, technically acceptable, responsive, responsible Netcents-2 offeror. Netcents-2 pricing is required. Vendors submitting a response to any RFQ that includes a requirement for supplies and/or services that have incurred, or that may incur a lapse in maintenance support, shall include as part of its response any applicable reinstatement fee(s). Quotes are due by 2:00 p.m. EST on 25 July 2019 and shall be emailed directly to roderick.luckie@us.af.mil. Anticipated Award Date is 2 August 2019. Lt Col Brian Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
