The Hertfordshire Partnership University NHS Foundation Trust is establishing a Support in the Community Framework to provide community-based support and homecare services for adults with mental health needs. This open framework, conducted under the Procurement Act 2023 and the principles of the Care Act 2014, is divided into four geographical lots: South East Herts, South West Herts, North West Herts, and North and Central Herts. The total estimated value of the framework is 36 million pounds, with individual lot estimates ranging from 4.5 million to 15 million pounds. The overall duration of the framework is not to exceed eight years, starting from an estimated date of April 1, 2027, through March 31, 2035. The structure consists of an initial two-year period with a possible one-year extension, and the framework may be reopened every two years to admit new providers. Framework awards are based entirely on technical quality. Once providers are admitted to the framework, call-off contracts are awarded based on the service user's wishes, preferences, and assessed needs, as well as the provider's ability to meet specific referral requirements. Framework rates are pre-agreed, meaning price is not reopened or evaluated during the call-off process. Interested suppliers must register and submit their proposals via the Atamis portal by November 24, 2026, at 12:00 pm. Suppliers are limited to bidding for and being awarded a maximum of two lots.
