The Portsmouth Naval Shipyard, under the Department of Defense and DLA Maritime - Portsmouth, is soliciting qualified vendors to supply high-purity germanium (HPGE) detectors specifically manufactured by Mirion Technologies (Canberra). The procurement strictly requires adherence to this designated brand due to NAVSEA instructions, which mandate the use of this equipment for environmental analyses related to naval ship maintenance. Offers from vendors providing alternate manufacturers will not be accepted as deviations from these requirements would lead to significant delays and increased costs in ship delivery due to necessary validation, crew training, and procedural adjustments. Vendors must detail the country of origin for each product line and provide manufacturer information if they are not the original manufacturer. This combined acquisition is a total small business set-aside under NAICS code 334516, with performance taking place in Kittery, Maine. The solicitation remains open until April 14, 2026, 5:00 PM EST, with submissions accepted via email to the designated points of contact. Bidders are required to complete specific federal provisions including 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019, attesting to compliance with security, trade, and sanctions-related regulations outlined in clauses such as FAR 52.240-90, ensuring no prohibited equipment or restricted business practices are involved. Quotes must include pricing, FOB point, Cage Code, GSA contract number if applicable, business size, and a clear point of contact. This solicitation supports the Navy's operational readiness by ensuring the timely delivery of certified equipment critical for environmental and safety assessments.
