The Maryland State Highway Administration is soliciting bids for a Small Business Reserve Procurement to provide qualified licensed electrical services at its Headquarters Complex located at 707 N. Calvert Street and 211 E. Madison Street in Baltimore, Maryland. The contract covers a one-year term and includes as-needed electrical repairs, installation, maintenance, replacement, emergency response, diagnostic troubleshooting, remodeling, and possible design services. Award will be granted to the responsive and responsible vendor offering the lowest total bid price, based on unit pricing for Master Electricians, Journeyman Electricians, and Helpers/Apprentices, along with a mark-up percentage for materials. To qualify, bidders must hold a current Maryland Master Electrician License and provide documentation of five years of commercial experience. All onsite work must be performed by a licensed Master Electrician or a licensed Journeyman, with helpers required to be licensed Apprentices under direct supervision. Bidders must submit a comprehensive package via eMaryland Marketplace Advantage by November 18, 2026, including a Bid/Proposal Affidavit, Price Form, Conflict of Interest Disclosure, Mercury Affidavit, and three commercial references from the past two months. Contractors are required to maintain liability and employee theft insurance of at least 1 million dollars and ensure all materials are UL listed and compliant with National Electrical Code and BGE regulations. Performance is subject to on-site inspections by the Contract Manager, and payment is issued via Electronic Funds Transfer on net 30 terms upon receipt of a signed service report and correct invoice. All workmanship is guaranteed against defects for one year following completion.
