The National Oceanic and Atmospheric Administration (NOAA) has a requirement for HR1-3 Antenna Motors. NOAA intends to award a purchase order to CPI Satcom & Antenna Technologies Inc. (CPI-SAT) on a sole source basis. The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. HR1-3 currently utilizes motors by the Original Equipment Manufacturer, Kollmorgen Corp, that are custom-designed for use with CPI antenna control systems. Use of any other motor would require extensive engineering analysis and existing system modifications that are prohibitive from a cost and time standpoint. NOAA intends to issue a written Request for Quotation with the anticipated award date being no later than July 1, 2024. Please see the attached Statement of Need for more details. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This is for procurement of commercial services in accordance with FAR Part 13, Simplified Acquisition Procedures. The North American Industry Classification Code (NAICS) for this acquisition is 334290, Other Communications Equipment Manufacturing, with a business size standard of 800 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist at kortney.carter@noaa.gov.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
