DESCRIPTION OF REQUIREMENT:


The Department of the Air Force intends to award a sole source contract to HSQ Technologies for maintenance of the HSQ Energy Management Control System (EMCS) on Schriever Space Force Base.


This requirement is for Schriever SFB HSQ EMCS Maintenance. This requirement includes the following services: firmware updates, software updates, graphics updates, automation controls analysis & optimization, emergency on-line response and emergency on-site response services. Specific tasks of this requirement can b found in the attached PWS.

SOLE SOURCE JUSTIFICATION:


This acquisition is being conducted on a sole source basis to HSQ Technologies under the authority of RFO 6.103-1 (Only One Responsible Source) and 10 U.S.C. 3204(a)(1). HSQ Tech maintains and controls the Energy Management Control System at Schriever SFB that has computer, firmware, software, and sensors in 19 of the buildings. This technology is proprietary to HSQ and HSQ does not allow external organizations to operate on their system. This means HSQ is the only company that can do the scope of work in this requirement. An RFI was posted on SAM.gov (numbered FA255026Q5487) on 14 July 2026 for three days with the intention of gathering information on if the HSQ EMCS systems were truly proprietary and required a restriction of competition to HSQ. There were no responses to the RFI, indictaing there were no companies that could dispute the proprietary claim. The contracting Officer reached out to HSQ to confirm that the HSQ EMCS system was still proprietary, as the last contract for these services was awarded in 2021. HSQ replied and confirmed that these services are still limited to only HSQ.

RESPONSE TO THIS NOTICE:
This is a presolicitation notice only. No quotes or proposals are being requested at this time. A solicitation will be issued directly to HSQ Technologies as the sole source contractor. This notice is being posted to satisfy the requirements of RFO 5.101 for acquisitions using the authority at RFO 6.103-1.


Interested parties may submit capability statements or information relevant to this requirement; however, this is a sole source acquisition and the Government does not intend to award to any other contractor.
