The Transportation Security Administration (TSA) has officially closed the solicitation for sources of desktop and portable Explosive Trace Detectors (ETD) and is discontinuing the existing ETD Qualified Product List (QPL). This action is prompted by the deletion of the original solicitation from the Federal Business Opportunities (FBO) website due to technical errors, which prevented recovery of the solicitation. Consequently, no further submissions, including white papers, will be accepted under this solicitation. The TSA has issued a special notification to formalize these changes and directs interested parties to a follow-on solicitation for future ETD trace detection requirements available through an updated FBO link. The contract, identified as HSTS04-09-R-CT2075, was posted on January 20, 2016, under the Department of Homeland Security's Contracting and Procurement office, specifically related to the NAICS code 334511, which pertains to electronic component manufacturing. The point of contact for the solicitation is Robyn Peters, based in Springfield, VA. This closure marks a significant procedural update concerning TSA’s procurement for ETD technologies, and stakeholders are advised to refer to the provided FBO link for upcoming opportunities and new solicitations.

The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension.
