The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source modification to an existing contract (HT942523D0018) awarded to Trillamed LLC. This contract, established on September 22, 2023, supports the U.S. Army Medical Research Institute for Infectious Diseases (USAMRIID) in replacing biocontainment sterilizer units, including the removal of old units and installation of new ones with bioseals, as well as upgrading the software controls of existing biocontainment autoclaves. Trillamed was the only vendor to submit a proposal during the full and open competition, and the government is considering whether to proceed with a sole source award based on this history. This notice is not a solicitation and does not invite quotations; however, interested vendors can submit capability statements by August 10, 2025, demonstrating their ability to meet the requirements. Communications are limited to email submissions only, directed to specified contacts, and no phone inquiries will be accepted. This process ensures transparency and provides an opportunity for vendors to challenge or demonstrate their capability to fulfill the contract's scope.

Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.
