Solicitation N0017819R2627 is a request for proposal issued by the Naval Surface Warfare Center Dahlgren Division for the procurement of electric wire, power, and distribution equipment. The requirement focuses on critical hardware and software, specifically HTLX-T2 transceivers, antennas, and Monarch laptop systems developed by 3db Labs Inc. This procurement is intended to be awarded on a sole-source, firm-fixed-price basis to Herrick Technology Laboratories Inc. to ensure the overall system meets specific operational configurations and mission requirements for a national joint mission. The decision for a sole-source award is based on the proprietary nature of the hardware and software, with estimates suggesting that alternative sourcing would result in operational delays and duplication costs between 10 and 12 million dollars. The award process follows Simplified Acquisition Procedures and is based on the Lowest Price Technically Acceptable criteria. Eligible firms must be registered in the System for Award Management, and the final delivery is designated as FOB destination to Dahlgren, Virginia.
