Solicitation S-73000-00018190 is a Mini-RFP issued by the Oregon Department of Transportation to secure Construction Contract Administration and Construction Engineering and Inspection (CA/CEI) services. The project focuses on rebuilding Sandlake Road at MP10.6 in Tierra Del Mar following a landslide that damaged the southbound lane. The anticipated period of performance begins on December 15, 2026, and is expected to conclude by July 16, 2029. Funding for the project is provided by the Federal Highway Administration. The contract will be structured as a Work Order Contract assigned under an existing Price Agreement. Compensation is based on a Time and Materials model with a Not-to-Exceed maximum, though the final statement of work, payment amount, and delivery schedule will be negotiated with the top-ranked proposer. Award selection is based on a scoring system totaling 100 points for the technical proposal—covering philosophy, project samples, management, and cost-effectiveness—plus up to 25 additional points for potential interviews. Qualified proposers must ensure that services are performed under the authority of an inspector certified by the Oregon Department of Transportation Quality Assurance Certification Program. Additionally, firms must maintain a Consultant Quality Plan and certify compliance with conflict of interest guidelines, non-discrimination laws, and sexual harassment policies for contracts exceeding 150,000 dollars.
