HUD Nationwide AUTOMATED EXTERNAL DEFIBRILLATOR (AED) EQUIPMENT AND SERVICES SOURCES SOUGHT NOTICE

The U.S. Department of Housing and Urban Development is conducting market research through a Sources Sought Notice for maintenance and support services related to approximately 177 automated external defibrillators (AEDs) deployed across its nationwide offices, including headquarters and regional field locations. This notice is strictly for information gathering and planning purposes and does not constitute a solicitation, request for proposal, or commitment to award a contract; no proposals will be accepted, and the government will not reimburse respondents for costs incurred in providing feedback. Respondents are asked to submit a capability statement along with comments on the attached Performance Work Statement and other questions to Shelli.J.Waltz@hud.gov by 5:00 p.m. Eastern Time on June 26, 2026. The government seeks input on market capabilities, potential set-asides, and industry feedback to inform future procurement decisions, though no set-aside has been designated at this time. The NAICS code associated with this effort is 811210, and responses are intended solely to assess industry readiness and pricing benchmarks. The anticipated contract, should one be issued in the future, would require comprehensive AED equipment support including proper placement based on occupancy and accessibility, routine inspections and replacement of batteries and pads, maintenance of an up-to-date inventory with serial numbers and expiration dates, and program management including submission of a draft project management plan within five business days of award and a final version following government concurrence. Required deliverables include a monthly status report, monthly inventory and tracking report, and a quality control plan to be submitted within 30 days of award. All AED equipment must be FDA approved and fully compliant with Section 508 accessibility standards. Deliverables must be provided in electronic readable formats such as Microsoft Office and Adobe Reader. Performance will be monitored monthly by the Contracting Officer’s Representative, with zero deviation allowed on all critical deliverables; failure to meet standards may result in a 2% daily invoice deduction. Contractors must ensure workforce continuity, avoid disruption to HUD operations, integrate systems with existing HUD infrastructure, and ensure all personnel are clearly identified as contractors. Government-owned records, data, and reports generated under contract remain federal property, and contractors must attend a post-award conference as required by HUDAR and FAR provisions. Communication with the government must occur only through designated points of contact, and travel must be approved and reimbursed per federal regulations.
