The Defense Logistics Agency is conducting market research through a sources-sought notice to identify 8(a) certified contractors capable of delivering and periodically revising federal human resource management training programs for civilian supervisors and team leads. The training encompasses the Applied Human Resource Management for Supervisors training (three days), the DLA HRM for Supervisors Refresher Training (two days), and related programs under the Enterprise Leader Development Program and Military Supervisory Training Track, all designed for the General Schedule and Wage Grade civilian workforce. Course content emphasizes core HRM concepts including workforce planning, performance management, labor relations under union agreements, legal compliance, conflict resolution, and supervisory best practices, with instructional delivery requiring structured activities, case studies, simulations, and active participation. The Government has developed comprehensive training materials including facilitator scripts, student guides, course slides, online pre-requisite modules, job aids, and evaluation forms that contractors must present as-is unless proposing updates that require formal government review and approval. Contractors must respond to the market research by submitting pricing estimates for both in-person and virtual delivery of one-day, two-day, and three-day courses, along with documentation verifying their active participation in the 8(a) program, such as CAGE code information. The primary place of performance is Columbus, Ohio, and all sessions must adhere to strict scheduling requirements: three-day courses run 8:00 a.m. to 4:00 p.m. with lunch and hourly breaks, while two-day courses follow a similar structure. Instructors are considered key personnel, must be pre-approved by the Government, and must remain on-site 30 minutes before and after each session. Updates to course content must reflect current federal laws, Department of Defense workforce policies, and HRM directives, with any major revisions requiring a virtual presentation to a government review panel. Payment for completed courses hinges on timely submission of a roster and course evaluation email via the Learning Management System, with invoicing mandated through the Procurement Integrated Enterprise Environment using Wide Area Work Flow and a paper copy submitted to the Contracting Officer’s Representative within 10 workdays. This procurement is strictly an 8(a) competed set-aside under NAICS code 611430, with no contract award to be made until a formal solicitation is issued following this market research phase.
