The Town of Dearing is seeking proposals from qualified contractors to provide debris monitoring, disaster recovery, and emergency planning services on an on-call basis through a renewable annual contract that could extend up to four years. The purpose of this contract is to establish a pre-event agreement that incurs no immediate costs for the town, enabling rapid response and cleanup efforts following natural or man-made disasters. The contractor will be responsible for supplying all necessary materials and services to assist the town in managing debris resulting from such events, including trees, construction materials, vehicles, and personal property. Given the town’s past experiences with natural disasters, this contract aims to ensure preparedness and efficient response to future incidents, especially when local resources and staffing may be overwhelmed or insufficient. In the event of a disaster, the town may face challenges such as staffing shortages, equipment limitations, and funding constraints, both short-term and long-term. Private contractors will play a crucial role in supplementing town efforts by performing debris removal, collection, reduction, monitoring, and disposal. If existing resources are inadequate to complete debris management promptly, pre-selected contractors may be called upon to perform all or part of the cleanup, based on the specific needs of the incident. The scope of their involvement will be clearly defined and tailored to each situation. The solicitation, identified as Hurricane Helene Debris Monitoring RFP #24-011, is issued by the McDuffie County Board of Commissioners, with responses due by December 6, 2024, and project sizes estimated between $500,000 and $2,000,000.
