CNRSE Port Operations Support Services
Solicitation # N6883626R0002
Solicitation N6883626R0002 is a request for proposal for Port Operations Support Services for the Commander Navy Region Southeast. This small business set-aside contract involves the operation, administration, and comprehensive maintenance of various watercraft, boats, and waterfront equipment. The scope of work includes preventive, predictive, corrective, and depot-level maintenance, as well as industrial marine repair and general port operations. Services are performed across five locations in the Southeast United States: NAS Pensacola, NSA Panama City, NSB Kings Bay, NS Mayport, and NAS Key West. The contract is structured primarily as a firm fixed price arrangement, with some cost-no-fee items for port operations management. Award will be made to a single provider using a best-value trade-off process, where technical capability and past performance are significantly more important than price. Technical evaluations are based on an acceptable or unacceptable rating regarding staffing plans for maintenance and operations. The government will evaluate past performance using a confidence rating method and conduct price analysis based on completeness and reasonableness. Key requirements include the management of government-owned watercraft, adherence to strict military marking and packaging standards, and the implementation of a standardized quality control plan. The contractor is responsible for providing all unclassified automated data processing equipment and maintaining specific internet connectivity for the web-based Commercial Maintenance Program. Performance is monitored through a Quality Assurance Surveillance Plan and a Performance Requirements Summary matrix. The solicitation has undergone four amendments to update wage determinations, provide answers to bidder questions, and refine the Performance Work Statement and technical exhibits.

This solicitation, numbered 1333MK26Q0074, seeks husbandry services for the NOAA Ship Thomas Jefferson in the Great Lakes area during the period from June 1, 2026, to September 30, 2026, with an option to extend performance by up to six months. The requirement originally included four CLINs: waste oil and oily waste pump-out at the Port of Cleveland, waste oil pump-out at the Port of Oswego, wastewater collection and disposal at the Port of Oswego, and husbanging agent management fees, with an additional optional CLIN for potential future services. However, Amendment 0003 has removed CLIN 0001, the Cleveland waste oil pump-out requirement, in its entirety, and all references to it have been deleted from the solicitation. The solicitation has evolved through prior amendments: Amendment 0001 introduced a mandatory one-page Technical Approach Narrative detailing the offeror’s service coordination, subcontractor plans, local resource utilization, vessel scheduling, and contingency measures, and revised the evaluation criteria to include Technical Approach, Experience/Past Performance, Availability, and Price as equally weighted factors. Amendment 0002 dissolved the initial small business set-aside, transitioning the procurement to full and open competition. The submission deadline has been extended multiple times, with the final due date set for June 8, 2026, at 12:00 PM ET, and all quotes must be submitted electronically to Alexander.Cancela@noaa.gov with confirmation of receipt requested by the offeror. Offerors must acknowledge receipt of all amendments by submitting signed copies with their quotation, and failure to do so will render their submission ineligible. All awarded contracts are firm-fixed-price, with payment limited to actual costs incurred not to exceed the authorized purchase order amount, and unused funds will be de-obligated. Each CLIN operates independently, and vendors are prohibited from charging standby fees. The government will evaluate quotations based on best value, considering technical proposal quality, demonstrated experience managing vessel husbandry services, ability to meet service timing and location requirements, and price reasonableness. All offerors must be registered in SAM.gov with an active account and provide page one of their registration, at least three references for similar port services performed in the past three years, a detailed itemized cost proposal, and a statement affirming agreement to all terms and conditions. The solicitation incorporates FAR clauses including 52
