This procurement is a 100% Small Business set-aside with NAICS code 332912 and a size standard of 1,000 employees. Two specific fittings are required: seven straight fittings meeting MIL-F-24787/3 GR-VI specification, equivalent to part number FJ9366-1620-41, and four dogleg fittings conforming to MIL-H-24135/9 or MIL-F-24787/5 GR-VI, equivalent to part number FJ9343-2020-41. Vendors must submit detailed technical specifications and images or drawings for each fitting as part of their quotation. Shipping for all items must be included in a single, non-divisible delivery to Naval Submarine Base New London, Groton, CT, with a mandatory delivery deadline of December 31, 2026. Quotations must be submitted electronically by 12:00 PM EST on August 7, 2026, to two designated Navy email addresses, clearly referencing the RFQ number in the subject line. Quotes must itemize the total cost for each of the three CLINs — the two fittings and shipping — and provide an overall total, with all pricing presented as firm-fixed-price. The Government will evaluate submissions without discussion, selecting the lowest-priced technically acceptable offer that meets delivery requirements and complies with all specifications. Any submission missing required elements will be notified within 24 hours for correction; failure to respond within that window renders the quote ineligible. A current, active registration in the System for Award Management is required to receive an award. Late submissions will not be accepted, and offerors are encouraged to submit early and confirm successful delivery.

The contract includes three separate cost line items: one for servicing all 84 bottles, one for travel to the base, and one for consumable materials, each to be itemized separately. All offerors must be able to gain physical access to the Naval Submarine Base and must coordinate with the Requesting Segment Group point of contact to initiate the Defense Biometric Identification System credentialing process, which requires valid government-issued photo ID, a Real ID-compliant license or passport, and completion of the SECNAV 5512/1 background check form; failures or delays are the contractor’s sole responsibility.
