AI Contract Overview
The Federal Bureau of Prisons is soliciting a single award for the design, manufacture, delivery, installation, and training associated with eight insulated, all-inclusive hydroponic farm boxes to be deployed at eight distinct correctional facilities nationwide, including locations in Minnesota, North Carolina, Kentucky, Oklahoma, Wisconsin, New Hampshire, and California. The contract, identified as Solicitation Number 15BNAS26Q00000053, is a firm fixed price, total small business set-aside under NAICS Code 333310 for Commercial and Service Industry Machinery Manufacturing, reflecting a shift from the original classification. Each unit must produce a minimum of 6,000 pounds of leafy greens annually and 650 heads of lettuce weekly, with integrated HVAC, automated lighting, irrigation, nutrient delivery, and environmental monitoring systems capable of detecting and correcting growth deficiencies. The solution must be turnkey, including crane placement and setup, with mandatory one-day, eight-hour on-site training per unit and optional additional training available. The contract requires a one-year warranty on all components and compliance with stringent security, safety, and technical standards, including FISMA, NIST SP 800-37/53/60, FedRAMP, FIPS, HSPD-12, TAA, and DOJ-specific protocols. All deliverables, data, source code, and operational methods are subject to unlimited government data rights under FAR 52.227-14, and the contractor must adhere to DOJ 2400.3A Chapter 1 for government property management. The award will be determined through a tradeoff evaluation where technical excellence and low risk are prioritized over price, with the technical proposal—including project management plan, key personnel qualifications, equipment design, material quality, structural integrity, and insulated R-values—weighed most heavily, followed by past performance in executing similar projects on time and within budget. Price must be fair and reasonable to be considered, but will not be the determining factor. The contractor must submit a detailed production and delivery schedule within ten days of award and cannot begin fabrication or delivery until receiving written notice to proceed from the Contracting Officer. Performance is capped at twelve months from the date of written approval for the first location. The Bureau of Prisons will appoint a Contracting Officer’s Representative to inspect and accept each unit only after delivery, installation, and training are fully completed and certified. Contract clauses include deviations on privacy
