The contract modification involves the Space and Missile Systems Center’s Conventional Strike Missile Project Office adding requirements to the existing Payload Delivery Vehicle contract with Lockheed Martin Corporation. The scope includes design modification, fabrication, delivery, and flight test support for a hypersonic payload delivery vehicle based on the Hypersonic Test Vehicle (HTV)-2 design originally developed for the FALCON program, with modifications to accommodate a weapon payload. The vehicle is scheduled for a flight demonstration in 2012, following qualification flights in support of the FALCON program, with the HTV-2 itself expected to fly in calendar year 2009. The contract modification will be issued to Lockheed Martin, the incumbent, due to their unique capability and to avoid delays and duplication of costs, as no other qualified sources are deemed available. This contract falls under NAICS code 336414 and is managed by the Department of Defense office located at Peterson Air Force Base, Colorado, with performance taking place in King of Prussia, Pennsylvania. The Government’s justification for sole-source award is based on Federal Acquisition Regulation 6.302-1, indicating only one responsible source exists that can meet the requirements. The notice clarifies that it is for informational purposes and that no costs incurred in responding to this announcement will be recognized by the Government. Contract specialists are available for contact regarding the solicitation if further information is required.

Full Description

The Space and Missile Systems Center (SMC) Developmental Planning Directorate (XR), Conventional Strike Missile (CSM) Project Office intends to modify the existing Payload Delivery Vehicle (PDV) contract, FA8814-08-C-0003, to add fabrication, delivery, and flight test support of a hypersonic payload delivery vehicle. This PDV will be manufactured in accordance with the Hypersonic Test Vehicle (HTV)-2 design developed for the FALCON program by Lockheed Martin and modified to accommodate a weapon. This vehicle must be ready for a 2012 flight demonstration. The modification for this effort will be issued to the incumbent contractor, Lockheed Martin Corporation, Valley Forge, PA. The contractor will perform design modification, fabrication, delivery, and flight test support of a hypersonic payload delivery vehicle. The first two flights under the FALCON program will be used to qualify the payload delivery vehicle's structural design specifications, avionics, and flight software. The HTV-2 is under final assembly and scheduled to fly in CY2009. The Government has determined that no qualified parties exist or can exist to meet project requirements other than Lockheed Martin. The basis for lack of competition is Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" due to unacceptable delays and duplication of costs. This notice is for information purposes only and the Government will not recognize any cost associated with submission of information in response to this or previous notices. Note 22, identified at http://www.fedbizopps.gov/, applies.
