The contract seeks information from industry regarding the development of a hyperspectral imaging spectrograph based on the Dyson design or other proven designs, capable of operating at a fast f-number of approximately 1.1 across a spectral range of 350 to 1050 nanometers. The key functional requirements include the ability to re-image a 25 mm long by 15 micron wide slit, with a minimum displacement of 8 mm between the slit image and the slit itself, which defines the overall size constraints of the unit. Optional components requested include integrated fore-optics and an integrated detector with readout electronics, with the final system intended to function as a push broom imager for airborne platforms, enabling hyperspectral imagery capture with enhanced signal-to-noise ratio compared to currently available sensors. Interested parties are asked to submit a Capability Statement indicating their ability to provide the spectrograph and optional components, either as commercial, non-commercial, or developmental items, including whether they can meet the specified performance objectives or the achievable parameters of their products. Responses should also address a technical question on optimal integration methods, including mounting and alignment. The notice clarifies that this is a sources sought request, not a formal solicitation, and that costs incurred in response will not be reimbursed. Responses are due by May 21, 2015, and must be submitted electronically to the designated contract specialist. The Naval Research Laboratory emphasizes confidentiality for proprietary information and provides draft specifications to aid respondents in evaluating their capabilities.

Description of Effort Hyperspectral imaging spectrograph based on the Dyson design or other proven design. The spectrograph shall be capable of operating at an f-number as fast (low) as 1.1 in approximately the 350 - 1050 nanometer (nm) wavelength range. The spectrograph shall be capable of re-imaging a 25 millimeter (mm) long 15 micron wide slit, which will fix the inherent overall size of the unit. The displacement between the slit image and the slit itself shall be at least 8 mm. Optional Items (2): (1) Integrated Fore-Optics. (2) Integrated Detector with Read Out Electronics. Response Due date Request for Information (RFI) submissions are due no later than 12:00 p.m., Eastern time, 21 May 2015. Contact Information Grace Pennington, contact@example.gov, +1 (555) 000-0000 Special Notice This is neither a formal request for proposal (RFP) nor a formal request for quote (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No solicitation is available at this time; however, should such a requirement materialize, no basis for claims against the Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Background Together with the fore-optics and focal plane array, the hyperspectral imager is capable of producing hyperspectral imagery from within an airborne platform with a much higher signal to noise ratio (SNR) than can be achieved using current sensors. In this configuration, the sensor will act as a push broom imager with the long edge of the slit in the across-track direction and the narrow dimension of the slit in the along-track direction. There is no incumbent contractor. Resources In order to aid industry in evaluating their ability to provide the requirement, a draft specification has been attached and is provided herein this RFI. Capability Statement Organizations responding to this RFI are requested to provide a Capability Statement. The Capability Statement should indicate whether the Contractor is capable of providing the required Spectrograph, optional components, and integrate all components. The Capability should also state whether the organization can meet the objective values stated in the specification or, if not, provide the values that can be met by the organization's product. The Capability Statement must state whether the organization's product is commercial item, non-commercial item, or developmental item and provide support for that determination. RFI Technical Question NRL is requesting responses to the following technical question: What is the best way to integrate the components, including mounting methods and alignment methods? Contractor Response Format Please transmit responses by e-mail to Grace Pennington, Contract Specialist, contact@example.gov, in either Microsoft Office or compatible software or in .pdf formats. NRL asks that interested parties, at a minimum, supply the following information: 1. CONTACT INFORMATION a. Name of company and point of contact (POC) b. Telephone number, fax number, address, and e-mail address of POC c. Business size and number of employees d. Proposed NAICS code e. Proposed PSC code 2. CAPABILITY STATEMENT AND RESPONSE TO TECHNICAL QUESTIONS a. Capability Statement and information about offered products or services that meet the requirements listed in this RFI. b. Response to the technical questions listed above. 3. Pricing, Schedule, and Commerciality Information Catalog prices, rough order of magnitude costs, and delivery schedule. 4. Assumptions A list of assumptions, if any, which were considered in formulating the response. Disclosure of Information NRL will not publicly disclose proprietary information obtained as a result of this RFI. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential.

Solicitation # N0017326Q1905
Solicitation N0017326Q1905 is a firm-fixed-price requirement issued by the Naval Research Laboratory for the relocation of two SULAIR Model 3709B AC air compressors from the interior of Building 65 to a new external location. The scope of work includes the construction of a 10 by 21 foot metal shed featuring a 4000 PSI concrete slab, insulation, LED lighting, an exhaust fan, and an electric unit heater. The contractor is responsible for extending 3 inch copper compressed air piping, Siemens BAS wiring, and 480V power connections, as well as installing a new 208V-120V panel board. All work must comply with UFC, NFPA, NEC, and ADA standards, and the contractor must provide a construction-phasing plan to ensure at least one compressor remains operational at all times, with outages limited to weekends. The procurement is open for full and open competition, with a response deadline of November 4, 2026, at 2:00 pm EST. A mandatory site visit is required for technical acceptability. Award will be based on the Lowest Price Technically Acceptable (LPTA) process, evaluating technical approach, past performance, and price reasonableness. Proposals must be submitted in three separate volumes: Technical, Past Performance, and Price. The intended period of performance begins upon contract award and concludes on December 4, 2026. Invoicing will be processed electronically via Wide Area WorkFlow (WAWF), and the project is subject to Davis-Bacon Act wage determination WD #DC20260002.
