The Naval Surface Warfare Center Philadelphia Division plans to issue a Basic Ordering Agreement (BOA) order to Rockwell Automation Inc. for the procurement of programmable logic control hardware components. The award is targeted for the first quarter of fiscal year 2025 and is part of a follow-on procurement, emphasizing continuity of supply. Under the authority of 10 U.S.C 2304(c)(1), the Navy has determined that Rockwell Automation is the sole responsible source capable of fulfilling these requirements, and therefore, the contract will be negotiated without a competitive process under FAR 6.302. This notice clarifies that it is not a solicitation for competitive proposals, but interested parties may submit written responses to express their interest and capabilities before the deadline of October 15, 2024. The government will review all submissions to assess whether a competitive procurement is feasible, but the decision to proceed with sole-source contracting remains at the government's discretion. The contract pertains to I/O and PLC hardware, with the primary contact being Christopher Letts at the Department of the Navy in Philadelphia.
