Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Request for Proposal
Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. All submissions must be delivered electronically via NASA's EFISS Box in Microsoft Office formats.

This Request for Information (RFI) Sources Sought (SS) is to identify any interested sources before soliciting a non-competitive acquisition per FAR 6.302-1 - Only One Responsible Source for test and engineering support services for the IBCS adapted launcher and SW Fire Solution Computer (SFSC) development and integration. This is not a solicitation for proposals and no contract shall be awarded from this announcement. This is not a request for proposal. The requirements of this acquisition are to provide engineering and software efforts as required to develop and incorporate problem fixes for IBCS adapted launchers. This effort also requires the support of PAC-3/MSE processing ground equipment, testing and PAC-3/MSE post-test missile performance analysis. In addition to IBCS adapted launcher support services, this request will cover early engineering activities to support new IBCS component integration, airborne sensor and expanded mission planning. Unlike traditional acquisition programs that focus primarily on the development of a single system or platform, the Army IAMD (AIAMD) Program is uniquely structured to enable the development of an overarching System of Systems (SoS) capability with all participating Army Air Defense components functioning interdependently to provide total-operational capabilities not achievable by the individual element systems. The AIAMD program achieves this objective by establishing the AIAMD architecture and developing the IBCS that provides Engagement Operations Centers (EOCs) implementing common integrated fire control capability for fire control connectivity enabling distributed operations, and the common Plug and Fight (P&F) B-Kits located on the EOCs. The IFCN Relays network enable existing sensor components and weapon components with IBCS. P&F A-Kits are developed and integrated on the various Component Acquisition Program (CAP) weapon and sensor Major End Items (MEI) and are interfaced to IBCS, which implements the overarching IAMD SoS integrated fire control capability. The Launcher Interface Network Kit (LINK) is a Launcher Action Message (LAM) / Launcher Response Message (LRM) translation solution, which provides connection of PATRIOT launchers (PAC-2/PAC-3 variants) to the IBCS network via the IFCN Relay or the IBCS EOC. All responses shall be submitted to the U.S. Army Contracting command, ATTN: CCAM-SM-C/Tezra J. Hamilton, Building 5250, Redstone Arsenal, AL 35898-5280 or email tezra.j.hamilton.civ@army.mil and courtesy copied to IFMC Project Office, ATTN: SFAE-MSL-MCB /Jessica Galindo, Building 5250, Redstone Arsenal, AL 35898-5280 or email jessica.l.galindo6@army.mil. Your written responses are required by 4:00 p.m. CDT 07 July 2022. All questions and comments must be in writing (electronic email responses are acceptable), and no telephone calls will be accepted. The submission of this information is for planning purposes and is not to be construed as a commitment by the Government to procure any items, nor does the U.S. Army intend to award on the basis of this request for sources sought or otherwise pay for the information solicited.
