IBM Health MarketScan Research Databases NAICS Code: 541990 Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, the Centers for Disease Control and Prevention (CDC) contemplates entering into a negotiated, Firm-fixed price type contract with International Business Machines Corporation (IBM) of Ann Arbor, MI. The Centers for Disease Control and Prevention, Center for Surveillance, Epidemiology, and Laboratory Sciences, Division of Scientific Education and Professional Development, needs a contract to acquire the continued access to IBM's Health MarketScan Research Databases, associated software, and online tools for CDC scientists. This will enable CDC to carry out its work for HHS and other programmatic priorities such as opioid abuse, mental health, maternal-child health, diabetes, healthcare-associated infections, and many other chronic and infectious conditions. The anticipated period of performance is two years from the effective date of award, base and option. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13. The IBM Health MarketScan analytics facilitates a range of studies, from quick hypothesis-testing projects to complete complex analyses. DataProbe and Treatment Pathways are an added benefit in that tasks can be completed without the need to learn complex programming. Due to these unique features, over 200 CDC scientists from 14 centers and 85 programs have conducted public health scientific projects using these tools. The MarketScan products enhance the research capabilities for work that includes exploring disease patterns, progression, health outcomes, evaluation of treatments and interventions, calculating economic and overall burden of illness, performing cost-effectiveness studies, and conducting public health surveillance activities. To the best of our knowledge, the CDC has determined that IBM is the only company that meets the requirements to provide this level of access to the software and online tools as healthcare evolves at a rapid pace. However, any responsible source who wishes to be considered may submit a quote addressing the requirements of the request for quotes (RFQ) when issued. The RFQ and any amendments to the it will be posted on https://beta.sam.gov/ . No hard copies of the solicitation and amendments will be mailed.
