The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) plans to award a sole-source contract to Imaging Business Machines, LLC (IBML) of Irondale, Alabama, covering the period from September 30, 2026, to September 29, 2031, if all options are exercised. This contract will provide hardware and software maintenance and support for five IBML scanners currently installed on the agency’s network. The sole-source designation is justified because IBML is the only responsible source capable of meeting the agency’s requirements, as their proprietary technology and software cannot be maintained or modified by any other vendor. This includes training, modifications, and customizations, as IBML retains exclusive control over the proprietary source code and does not authorize third-party maintenance. The contract solicitation, identified as DJA-26-AOST-PR-0113, is classified as a special notice and is not a request for proposals. The maintenance services will support IBML scanners located in West Virginia, under the regulatory framework of NAICS code 334118, relating to computer terminals and other computer peripheral equipment manufacturing. The office overseeing this contract is based in Washington, DC, within the Department of Justice. Amanda Boshears is the primary point of contact for this procurement. No set-aside status applies to this contract, underscoring the sole-source nature of the award to IBML.
