ICBM Config Mgmt and Data Mgmt Support

1. NOTICE: This is a Presolicitation to provide notice that the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Compusearch Software Systems is currently the only qualified source that has the requisite system expertise of executing required engineering services with the proprietary integrated data and configuration management (CM-DM) system being used by the ICBM CM Office. They possess the necessary knowledge, understanding and capability of providing standard maintenance of the proprietary CM-DM software code currently in use by the ICBM Systems Division. They have demonstrated the means and capability to update the source code, the database scripts and structure, the c-sharp and xml business rule scripts, the application parameters, and the specific java script and aspx pages of the proprietary CM-DM software, have demonstrated the successful deployment of new versions of the proprietary CM-DM software, and have demonstrated the means and capability to host the proprietary CM-DM software on servers accessible by the ICBM CM office and associated contractors. 2. Market research has identified only one responsible source that can provide the highly specialized capabilitities and qualifications--skills and expertise that cannot be replicated within required timelines. As such, the government intends to award this contract as a sole source to Compusearch Software Systems under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source, Unacceptable Delays. 3. The estimated award date for the ICBM Configuration Management and Data Management Support is 15 Sept 2017 and the contract period of performance will be 15 Sept 2017 through 14 Sept 2018, plus four one-year option periods. 4. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested, responsible sources should submit a concise and program specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements; (2) facilities and employees with satisfactory qualifications, and appropriate management, and engineering experience with the current ICBM and/or other ICBM program domain systems engineering, and (3) can provide the service within the time periods specified. 5.
