AI Contract Overview
The solicitation FA820626Q0488 seeks a specialized cable assembly for the Minuteman III ICBM program, designated as a Total Small Business Set-Aside under NAICS code 332994, requiring offerors to be certified small businesses. The contract requires the delivery of one first article unit and four production units of the cable assembly identified by NSN 1190-01-111-4437 NB, with delivery due 266 days after receipt of order to Hill Air Force Base, Utah. A critical amendment corrects a part number listing, changing MS27484T22F25 to MS27484T22F2S on Document 47C522285G1_Parts List_B to ensure accuracy in component sourcing. All proposals must be submitted to Brooks Poll and Tyler Groves by the deadline of June 15, 2026, with mandatory acknowledgment of any amendments to avoid offer rejection. The contract enforces rigorous compliance with U.S. Air Force and DoD standards including AFMC Form 158, MIL-STD-2073-1, MIL-STD-129 for packaging and marking, and applies ISPM 15 for wood packaging materials. Packaging must meet strict electrostatic discharge protections and hazardous material protocols per FED-STD-313, AFI 24-602V2, and AFMAN 24-604. The first article must be manufactured at the proposed production facility, accompanied by a certification of origin, and undergo government testing focused on configuration, integrity, marking, and documentation. Materials and processes such as plating, welding, and heat treatment require full traceability and certification. The contract incorporates comprehensive cybersecurity requirements under CMMC Level 2 (Self), including annual affirmations and flow-down obligations to subcontractors, and mandates compliance with FAR and DFARS clauses concerning safeguarding controlled information, whistleblower rights, contractor representation, and System for Award Management (SAM) registration and maintenance. Payment must be electronically submitted via WAWF, and inspection is conducted at origin while acceptance occurs at destination. Higher-level quality standards under FAR 52.246-11 apply to all critical and complex items, requiring control over design, work operations, testing, and inspection processes, with corresponding quality requirements flowing down to all subcontractors.
