The Naval Air Systems Command awarded a contract to L3Harris Technologies to establish an Integrated Defensive Electronic Countermeasures Organic Depot at NSWC Crane. This effort utilizes both Firm Fixed Price and Cost Plus Fixed Fee structures to cover program management, integrated logistics support, training, technical documentation, and facility planning. A critical component of the contract involves the procurement, construction, delivery, installation, and setup of Automated Test Equipment and support hardware necessary for the repair of AN/ALQ-214(V) 4/5 and AN/ALQ-214A(V) 4/5 systems. This acquisition was conducted on a sole source basis because L3Harris Technologies is the sole designer and manufacturer of the equipment and possesses proprietary technical data. The government determined that utilizing other sources would result in unacceptable delays, justifying the award under statutory authority for international agreements and specific Department of Defense regulations. The authority for this sole source justification remains valid through September 30, 2026.
