THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This is a Justification and Approval (J&A) for The National Cancer Institute (NCI) to award a 3-year non-competitive contract to the University of West Indies for the identification, referral & follow-up of patients with HTLV-1 associated adult T-Cell Leukemia/Lymphoma (ATL) for inclusion in Phase I/II Clinical Trials at the NCI. This J&A is being posted as required by FAR 6.305. A redacted version of the J&A is attached to this notice with the associated Statement of work. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, University of the West Indies, under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
