IDIQ Civil Engineering Services

Sam Houston State University is soliciting Statements of Qualifications for an Indefinite Delivery-Indefinite Quantity (IDIQ) contract to provide civil engineering services for the planning, design, renovation, and construction of facilities in Huntsville, Texas. The scope of work encompasses pre-project planning, estimating, programming, design, and support during the bid and construction phases. The contract features a two-year initial term with an option for a one-year extension, with a total contract value not to exceed 500,000 dollars per contract year. Services will be provided on an hourly fee basis as needed. The selection process is based on the most qualified respondent, with evaluations weighted heavily on the qualifications of assigned personnel and past performance on representative engagements, each accounting for 35 percent of the score. Other criteria include the firm's ability to provide services, knowledge of best practices, and a general statement of qualifications. Proposed fees and pricing are not factors in the selection process. Selected consultants must comply with Texas Government Code regarding cybersecurity training and certify compliance with state tax laws, conflict of interest policies, and foreign ownership restrictions. Submissions are due by November 10, 2026, at 2 p.m. CDT. Respondents must provide five identical physical copies of their qualifications and a VETHUB Subcontracting Plan via original document, copy, and flash drive. Required documentation includes an Execution of Offer and a five-year professional malpractice insurance claims history. All submissions must be delivered to the Director of Facilities Planning and Construction at the university's Huntsville campus.
