IDS5 Software Update

NOTICE OF INTENT TO AWARD SOLE SOURCE: The 673d Contracting Squadron, Joint Base Elmendorf-Richardson, Alaska intends to award a sole source firm fixed price contract to System's Atlanta Inc. (SAI) for an integrated Information and Dissemination and Display System (IDS5) software upgrade as it is the only Air Traffic Control (ATC) information display system available that interfaces with the Air Force New Tactical Forecasting Systems (N-TFS) and the Air Force/Army Joint Environmental Toolkit (JET) for the display and dissemination of weather data to ATC positions. The authority for the sole source procurement is cited at FAR 13.106-1. This purchase will be made under Simplified Acquisition Procedures and Full and Open Competition as authorized IAW 41 U.S.C. 253(c) and 10 U.S.C 2304(c) FAR 6.302-1. The anticipated award date is 30 September 2013. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing, complete information describing their ability to provide the product/services listed above. Deadline date for the submittals is 28 September 2013 at 09:00am Alaska Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The closing date for this Synopsis is 19 October 2013 at 8:00am Alaska Standard Time.
