IFB 027-002 Woodbridge Station East Elevator Modernization

The Virginia Railway Express (VRE) is seeking a qualified contractor for the modernization of the east elevator located within the parking garage at the Woodbridge Station in Prince William County, Virginia. The scope of work involves the furnishing and installation of hydraulic elevators, including the repair or replacement of malfunctioning components and the restoration of damaged glass and reflective surfaces. The project requires adherence to Division 14 25 00 specifications and compliance with various regulatory standards, including the Davis-Bacon and Copeland Anti-Kickback Acts, Buy America requirements, and Fly America provisions. Contractors must hold a Class A, B, or C license from the Commonwealth of Virginia and provide a bid bond equal to 5% of the bid amount. The contract will be awarded to the lowest responsible and responsive bidder based on the total bid price, with additional consideration given to the bidder's past experience and capacity to perform the work. Bids must be submitted electronically via the eVA portal by November 17, 2026, in PDF format, with the bid form provided in both PDF and Excel. Payment will be made through monthly progress payments, subject to a 5% retainage, with a standard 30-day payment term. Final acceptance is contingent upon the completion of a punch list, final cleaning, closeout submittals, and system training. All work must be inspected by a VRE-approved independent testing agency and comply with seismic safety and non-discrimination laws, including Title VI of the Civil Rights Act and the ADA.
