IFB 2027-10-29 Snow/Ice removal

Encompass Community Supports (ECS) is soliciting bids for snow and ice removal services across 12 different sites in five Virginia counties. This Invitation for Bids (IFB 2027-10-29) will be awarded to the lowest responsive and responsible bidder based on a Unit Price Schedule that must include all labor, materials, equipment, and insurance. The contract period runs from the date of award through November 18, 2031, with four optional one-year renewal periods. Bids must be submitted via eVA or mailed to the Culpeper, Virginia office by November 19, 2026, at 2:00 P.M. The scope of work requires pre-treatment of all lots the day or night before snowfall and triggers service once accumulation reaches two inches, and every two inches thereafter. Response times are prioritized by facility type, with critical residential facilities requiring removal within two hours and office facilities within six hours. Notably, the use of rock salt is strictly prohibited at all locations, and contractors must provide approval for their proposed ice-melt products and corresponding Material Safety Data Sheets. Contractors must provide a certificate of insurance naming ECS as an additional insured and maintain records for ten years following final payment. Bidders are required to submit a Small Business Subcontracting Plan and certify their licensure and debarment status. Payment is processed on a monthly basis with standard terms of 30 days. ECS retains the right to cancel the contract with 30 days written notice and holds the authority to terminate the agreement if performance standards are not met.
